| During the 2004 legislative session, the base funding for the University of Florida College Of Medicine (COM) was reduced by $9.6 million in anticipation of Federal approval of the Physician Upper Payment Limit program. Although the program was approved and additional federal funds were received by the COM as a result of treating Medicaid patients, several unintended consequences of this reduction became evident during this last year, resulting in the Legislature restoring 25% of the reduction, $2.4M ($2M recurring GR and $400,000 non-recurring GR). The U of Florida College of Medicine is seeking restoration of the remaining $7.6M. Florida recently adopted legislation to implement Medicaid Reform that provides for two managed care pilot projects: one in Duval County and one in Broward County. Federal law governs whether these physician supplemental payments will continue under a managed care model. With Duval County being one of the Medicaid Reform Pilot projects, it is questionable whether these supplemental payments can continue in managed care areas. The UF College of Medicine could lose these payments in Duval County in 2006-07, unless they are specifically approved by federal CMS. |

| Measurable Outcome Anticipated: |
| One of the significant unintended consequences of this reduction was the supplanting of dedicated funding for education of medical students with funds generated from treating Medicaid patients. Unless specifically reauthorized by federal CMS, these supplemental payments could disappear in 2006-07 for UF College of Medicine physicians working in Duval County at Shands Jacksonville. |
