CBIRS Request 1223

Community Budget Issue Requests - Tracking Id #1223
City of Midway Fire Fighter Training Facility

Requester: Paul A. Piller Organization: City of Midway, Florida

Project Title: City of Midway Fire Fighter Training Facility Date Submitted 1/12/2006 11:20:25 AM

Sponsors: Lawson

Statewide Interest:
While the State Fire Marshal's Office and the FL Division of Forestry have training facilities located in different parts of the State including Ocala and Brooksville, there are no training facilities in the northern region or the eastern Panhandle region of the State. A training facility that can offer certification for fire fighters and provide additional training as needed, is essential to this part of the State. Additional training could be in areas such as hazardous materials, wildfire fire fighting and homeland security, and could be further expanded in the future to cover EMT training, if believed to be of an important nature. The facility can service all of the eastern Panhandle region and include the rural counties.

Project Description:
The City of Midway proposes to construct a 3,000 square foot training facility and a 2,000 square foot fire station facility (total of 5,000 square feet) on property donated to the City by the developer of the Monroe Creek Subdivision. The land will be sufficient for the construction of the structure. Since this will also be a training facility, both indoors and outdoors, we are in discussions with Tallahassee Community College, Pat Thomas Law Enforcement Academy and the City of Tallahassee to determine exactly the type of land that might be necessary for the best training. The developer has indicated that he will either give the City additional land or swap the land for another parcel depending on what land characteristics are most suitable for the types of training that will be provided. The Pat Thaomas Law Enforcement Academy has other training facilities available, such as a donated railroad tanker car, that can be used to enhance the training facility. The training facility will be used for fire fighter certification and for other broad areas of training including, but not limited to, wildfire training and response, hazardous materials training and first responder training in the event of a disaster. In addition, the building will be used to house two fire trucks which will allow the City to provide first response services to an area not presently covered by a first unit provider.

Is this a project related to a federal or state declared disaster? No

Measurable Outcome Anticipated:
While it is hoped that this project not produce measurable results, in terms of a disaster, measurable results can be achieved through the number of persons certified and trained by the facility. Tallahassee Community College and the Pat Thomas Law Enforcement Academy currently provide training to over 14,000 law enforcement officers yearly. Pat Thomas Law Enforcement Academy is a premier training facility in and for the State of Florida. There is no reason to believe that this same type of excellent training could not be given to fire fighters and prospecitve fire fighters.
