Operation Family Safe @Home is aligned with prerequisites set forth in F.S. 216.052(1). Pursuant to this statute, the project is supported by documented need of military families' requirement of additional supports, education and direction. As indicated by military Family Readiness Centers across Florida, many of the available resources are not efficiently utilized due to lack of access to information, lack of understanding of how to access available resources, fear of being labeled "problematic" when utilizing existing military social services, and other reasons. Military Family Readiness Centers' personnel have stated that they are not currently equipped nor designed to provide more extensive counseling, training, financial management, and other critical and longer-term needs of families. The project will produce natural measurable outcomes over time. (Please see Question #9). These outcomes include those related primarily to social services provision to military families who require them. The outcomes also include those generated from the provision of more concrete assistance in the form of cash, in-kind and similar resources based on financial need and/or corresponding financial instability born from military commitments, particularly for those families of military reserve and national guard personnel who are called to active duty from civilian life. The project has received tangible community support as evidenced by the commitment of a network of community based agencies willing to provide significant in-kind and cash match required to operate the program statewide. Further, community support is bolstered by the federal government through their provision of nearly $2,000,000 in matching funds for program operations.

Project Description:
OPERATION FAMILY SAFE @HOME will provide support services to children and families of active duty military personnel, prioritizing reserve and national guard personnel. These services will address issues including but not limited to marital instability, domestic violence, post traumatic stress syndrome; children acting out and experiencing school and peer problems; and financial instability. Key Program Components Piloted in locations across Florida, OPERATION FAMILY SAFE @HOME is a community-based effort engaging, supporting, and celebrating military families. The project includes four key elements for families of military servicemen and women at up to 12 locations statewide; 1. Twenty-four hour crisis intervention and prevention services for family needs; 2. Educating families about and helping families access existing civilian and military resources; and 3. Developing and organizing corporate and business partners to fill gaps/unforeseen needs with cash, goods, and services; 4. Providing opportunities for military families to feel appreciated and valued in their civilian communities; Proposed Pilot Locations Project shall work with U.S. Department of Defense and the Florida Office of Military Affairs to establish ideal locations and to determine percentage level improvement. With full funding, services shall be provided in up to 20 counties across the state.

Measurable Outcome Anticipated:
A minimum of 1400 families will receive services under Operation Family Safe@HOME*Project shall work with U.S. Department of Defense and Florida Office of Military Affairs to establish baselines to determine percentage level improvement in the following areas: Social Services � A Public Information Campaign using a variety of media will reach all 67 counties. � Every family will receive a response and a family-driven needs assessment will be completed � Referrals will be made to other community or military supports as available and needed and support will be given to the family to access those services � 80% of families served will have an improved sense of well-being measured through a pre- and post-family assessment � 98% of Families will have NO incidents of domestic violence during services � Improved rate of families remaining intact for at least one year following services � Improved academic performance and attendance at school for children who are failing, struggling, or skipping school Other Material Supports Direct Cash and In-kind Gift Support to Children and Families: Cash and In-kind Match Target totaling $1,500,000 (over 50% of Amount Requested from State) by then of the first year: � # One-time Corporate and Individual Funding Opportunities Solicited/Secured � # Long-term Corporate and Individual Funding Opportunities Solicited/Secured � One-time Corporate and Individual In-kind Gift Opportunities Solicited/Secured � # Long-term Corporate and Individual In-kind Gift Opportunities Solicited/Secured Direct Private and Corporate Support to Operation Family Safe @Home: Self Sustaining in 3 Years.
