Statewide Interest:
The Governor of Florida signed legislation in June 2004 to stop the revolving door for habitual misdemeanor offenders (HMOs). This legislation compounded the need for treatment services targeted at this population. Funding is needed to provide substance abuse and mental health prevention, intervention, and treatment programming for habitual misdemeanor offenders.

Project Description:
River Region Human Services has a long, successful history of working with the Jacksonville Sheriff's Office and the Criminal Justice System to serve individuals involved with the criminal justice system. River Region is requesting operational funding to provide substance abuse and mental health prevention, intervention, and treatment programming tailored to this population. The program will be extremely structured and provide intense overlay services for 14 hours each day. Specialized groups will also address issues of families, youthful offenders, and women's needs. Services will be provided to the children and guardians of participants and those individuals who are functionallly illiterate will participate in GED classes.
