Statewide Interest:
The proposed reclaimed water distribution pipeline has sufficient capacity to serve existing and future residential, commercial, industrial, and institutional water users, and a potential interconnection between the City of Plant City and the future Hillsborough County South-Central Reclaimed Water Reservoir. This project is consistent with the Southwest Florida Water Management District's regional reclaimed water planning effort for the Tampa Bay area and would result in benefits to the entire region by virtue of offsets to the demand on potable water.

Project Description:
The project is a reclaimed water distribution system extension. The project is sized to serve existing facilities, proposed future developments, and other currently unidentified potential customers. The proposed project involves the construction of the first two phases of the reclaim water distribution system and its related design, plans preparation, and permitting activities. This project is Phase 1 of a three phase project. Phase 1 includes 2.9 miles (Approximately: 15,500 FT) of 18" reclaimed water distribution main. The conceptual alignment extends from the City's Water Reclamation Facility at Alexander Street, through local roads extending southwest to an existing golf course. Phase 2 includes approximately 2 miles of 18" reclaimed water main. Future Phase 2 extends south on Timberlane Drive from Clubhouse Drive to Trapnell Road, and east to Drawdy Road. Future Phase 3 is dependent on development of the Hillsborough County Sydney Mine Reclaimed Water Reservoir, and extends west on Trapnell Road to an interconnect with the County's future facility near the Valrico WWTP. Existing facilities to be served by Phase 1 includes Walden Lake Golf Course, South Florida Baptist Hospital, and the Strawberry Festival grounds. These customers will have a combined demand of approximately 0.31 MGD immediately after the system is operational. Future Phase 2 customers include the following residential communities: Trapnell Ridge, (200 Homes), Magnolia Green (301 Homes), Walden Reserve (52 Homes), and Walden Pointe (200 Homes). These are new developments which are required to install reclaimed water infrastructure as a condition of development. Projected Usage by these developments totals 0.376 MGD. Phase 1 and 2 has the potential to serve over 2,500 additional existing residential and commercial lots. Phase 3 is sized for diversion of up to 4 MGD to the future reclaimed water reservoir for subsequent reuse. The estimated annual average capacity of Phase 1 and 2 is 0.686 MGD, with an estimated offset of potable quality water of 0.42MGD. Assuming moderate growth, we anticipate future Offset served by Phases 1 and 2 at over 0.51 MGD. Project Cost for design and construction of Phases 1 $4,050,000. Cost/Benefit ratio based on initial customers is $ 3.46/1,000 gallons. Phase 1 is sized to serve and is essential to Phases 2 & 3. Based on known customers and typical current construction costs, the C/B of all three phases combined is $2.05/1,000 gallons. This ratio may decrease to $1.15/1,000 gallons as future anticipated customer development occurs along the pipeline(s) corridor.
