Project Description:
Localized flooding at the intersection of Wyoming Drive and Tharp Road is caused by a poorly designed conveyance system which restricts the flow of stromwater runoff during major storm events. Emergency response time is seriously impacted by the flooding with Palm Bay Fire Station No. 94 located just one mile ease of the proposed project site and dependent upon this corridor to respond to emergency calls in their response area. Detours can extend up to 4.5 miles and traffic heavily burdents surrounding collector road. It is estimated that the 100 year storm will cause flooding to several surrounding homes in the area and as development continues, the conditions will worsen. The proposed project will involve a redesign of the conveyance system that includes: replacement of existing culverts to increase capacity and conveyance of runoff (properly sized and set to proper grade); grading of existing ditches; and installing of an equalizer pipe under the roadway to allow runoff from the north to travel south. The road will be raised four inches using asphaly to get the road above the flood waters during the five year storm.
