Notaries Public; clarifies provisions re appointment of notary public; increases amount of bond required of notary public; provides for solemnizing rites of marriage by notary; requires notary public to make reasonable accommodations to provide notarial services to disabled persons; provides for electronic notarizations; provides for civil-law notaries in lieu of Fla. international notaries; provides educational requirements, etc. Amends FS.
