Capital Investment Tax Credits; revises legislative intent on order of application of certain credits; provides definitions; provides for credit against corporate income tax for certain capital costs; provides for certification of eligibility by Tourism, Trade, & Economic Development Office; provides duties of Revenue Dept.; provides responsibility for qualifying businesses; authorizes Revenue Dept. to adopt rules, etc. Creates 220.191; amends 220.02.
