Investment of Public Funds; authorizes Office of Program Policy Analysis & Government Accountability to conduct performance audits; repeals certain provision re loan of securities; deletes provisions re review of charges for investment services of State Board of Administration; revises list of eligible securities & investments under specified conditions; authorizes State Board of Administration to manage investment portfolio of Blind Services Division, etc. Amends FS.
