Homeowners' Protection Act/Insurance; defines "insurer" for purposes of certain revenue bonds; provides for deactivation of Residential Property & Casualty Joint Underwriting Association & termination of association's plan of operation under certain circumstances; establishes Florida Access to Insurance Requirements (FAIR) Plan; creates Fla. FAIR Plan Association; requires association to contract with Fla. Hurricane Catastrophe Fund for certain purposes, etc. Amends FS. APPROPRIATION: $2,300,000.
