Cruelty to Animals; makes certain types of animal exhibitions a crime; revises definition; authorizes counties & municipalities to enact ordinances violation of which constitutes misdemeanor of second degree; provides that commission of misdemeanor of second degree must be proven beyond reasonable doubt. Amends 828.12,.27.
