Marriage Preparation Act; creates "Marriage Preparation & Preservation Act"; creates waiting period before marriage license is issued; provides for premarital preparation course; prohibits issuance of marriage license until petitioners verify certain facts & complete questionnaire; provides for completion of informational questionnaire upon filing for dissolution of marriage, etc. Amends Ch. 741, 28.101, 61.21,.043, 232.246. APPROPRIATION: $75,000.
