LES Dept./(RAB); authorizes rulemaking for vocational rehabilitation programs & forms; allows Unemployment Compensation Division to adopt rules to determine claimant's ability to work & availability for work; authorizes Jobs & Benefits Division to adopt rules that define terms, prescribe documentation for proof of age, prescribe procedure re removal of disability of nonage, require safety equipment & safe workplace, etc. Amends FS.
