Postsecondary Education/Fees; revises definitions re postsecondary education fees; directs that changes in terminology be made in Florida Statutes; revises provisions re financial aid fee; authorizes university technology fee & community college technology fee with certain requirements; provides for technology fee committees; authorizes advance payment contracts to cover required local fees to specified level. Amends 228.041, 240.209,.235,.35,.551.
