Postsecondary Education; revises definitions re postsecondary education fees; directs that changes in terminology be made in Florida Statutes; prohibits community colleges & district school boards from charging fees not specifically authorized by statute; revises provisions re fees & provisions re fees & fee waivers; authorizes certain fees; prohibits community colleges from charging fees not specifically authorized by statute, etc. Amends Chs. 228, 239, 240.
