Economic Development; authorizes Secretary of State to commission Fla. international notaries; requires Lottery Dept. to determine feasibility of marketing Fla. Lottery internationally; proscribes certain uses of funds for Quick-Response Training Program; revises responsibilities of Sec. of State re intergovernmental relations; creates Small Cities Community Dev. Block Grant Loan Guarantee Prog.; provides penalties for fraudulent claims for refunds, etc. Amends FS. APPROPRIATION: $12,500,000.
