Responsibility & Liability; creates "Florida Accountability & Individual Responsibility (FAIR) Liability Act"; revises limitations re commencement of actions for product liability or fraud; revises provisions re comparative fault re applicability of doctrine of joint & several liability; creates "Drug Dealer Liability Act"; provides that persons injured by drug dealer may recover treble damages & reasonable attorney's fees & court costs, etc. Amends Chs. 95, 768, 772.
