Elections; provides definition; provides procedures for requesting absentee ballots; modifies form for secrecy envelope for absentee ballots; modifies instructions to absentee electors; increases criminal penalty for certain acts re registration of voters; increases criminal penalty for unauthorized use or destruction of voter registration identification card & penalty for false declaration to secure assistance in preparing ballot, etc. Amends FS.
