Water Resource Management; declares policy of state & regional water management; encourages use of water from sources nearest area of need; defines term "water source"; allows DEP or water management district governing boards to consider additional factors when determining public interest of transport & use of water beyond overlying land; requires legislative approval prior to actions on Central & Southern Florida Flood Control Project Restudy. Amends 373.016,.019,.223,.026.
