Outreach for Pregnant Women Act; creates "Targeted Outreach for Pregnant Women Act of 1998"; provides purpose; requires Health Dept. to establish pilot program; provides requirements; requires interim & final reports; repeals provision re distribution of certain proceeds re motor fuel taxes. Creates 381.0045; repeals 206.606(1)(c). APPROPRIATION: $17,000,000.
