Death Penalty Appeals Reform Act; creates "Death Penalty Appeals Reform Act of 1998"; revises legislative intent re collateral representation to exclude postconviction proceedings in state court; makes regions of capital collateral regional counsel offices coincident with jurisdictional areas of certain federal court districts; revises time limitation for application for relief in federal court; prohibits certain postconviction proceedings in state courts, etc. Amends FS.
