JOINT RESOLUTION by Arnold

Public Education Funding; constitutional amendment, effective July 1, 2002, to require appropriation of at least 40 percent of total appropriations each year for public education, excluding lottery proceeds & federal funds; allows Legislature to suspend this requirement for any one year or portion thereof by separate bill approved by two-thirds vote. Amends s. 1, Art. IX, creates s. 22, Art. XII.
