Hillsborough County School District; provides for seven-member district school board, with five members elected from single-member residence areas & two members elected from county at large, notwithstanding certain provisions; provides for implementation at specified elections; provides that school board members shall continue to be elected on nonpartisan basis & shall be elected in conjunction with first primary & general elections, etc.
