Capital Punishment; abolishes death penalty; provides for resentencing of certain persons previously sentenced to death; provides penalties for such persons of life imprisonment without eligibility for parole; eliminates death penalty as alternative to life imprisonment without eligibility for parole in capital cases; removes provision re imposition of death penalty & provision re determination of death sentence, etc. Amends FS.

Effective Date: Upon becoming law except as otherwise provided
