Greater Orlando Aviation Authority; amends sections 2 & 3 of House Bill 3959, 1998 Regular Session, re Greater Orlando Aviation Authority charter to provide that said authority is independent special district, as defined in Special Districts: General Provisions law; revises definition of term "cost" as applied to project acquired, constructed, extended or enlarged.
