Management Services Department; clarifies provisions re operation of State Group Insurance Division; provides for Career Service exemptions in said division; amends provision re state employees' prescription drug program, to revise, clarify, & reorganize such provisions; increases cap on meritorious service awards; prohibits state employees from utilizing voice mail system under certain circumstances, etc. Amends FS.
