Appropriations Implementing Bill; implements 1998-99 General Appropriations Act in area of general government; appropriates certain funds from Florida Coastal Protection TF for purpose of funding beach renourishment & restoration & inlet management; provides for use of moneys allocated to Solid Waste Management TF; provides for transfer of powers & duties re regulation of aquatic plant control from DEP to G&FWFC, etc. Amends FS.
