Insurance; exempts minority-owned property & casualty insurers from prescribed taxes & assessments for specified period; deletes provisions re minimum trust deposits by alien insurers; requires agents to be appointed; clarifies application of fees for title insurance agents; revises definition of term "life agent"; requires certain continuing education courses; prescribes terms for credit life insurance & credit disability insurance, etc. Amends FS.
