Postsecondary Education; revises & adds definitions re postsecondary student fees; authorizes district school boards & community college boards of trustees to establish technology fee, specific fees for certain instruction, & fee schedules for specified fees; authorizes each university president to submit plan to Board of Regents to increase matriculation & tuition fees for specified professional programs, etc. Amends Ch. 240, 228.041, 239.117, 250.10.
