Higher Education Savings Trust, to be administered by Education Commissioner; provides for sources of moneys & purposes; provides that trust is exempt from constitutional termination requirements; takes effect on becoming law, if HB4487 or similar legislation is adopted in same legislative session or extension thereof. Creates 240.557.
