Wastewater Treatment Systems; authorizes Health Dept. to establish certain continuing education requirements by rule; revises guidelines & procedures for granting variances for onsite sewage treatment & disposal systems; revises membership of Health Dept.'s variance review & advisory committee; provides system criteria for use re structural gutters & certain floodways; authorizes certain plumbers to qualify as master septic tank contractors, etc. Amends Chs. 381, 489.
