Charter Schools; provides for recognition as public schools; revises provisions re eligible students; provides for operation by nonprofit organization; deletes certain restrictions on holding charter contracts; provides for distribution of funds from Charter Schools Capital Outlay Trust Fund; takes effect if SB 1184 or similar legislation creating said trust fund is adopted in same legislative session or extension thereof, etc. Amends 228.056,.0561.
