WAGES & Job Training Partnership Act; includes Job Training Partnership Act & WAGES Program participants within definition of new employee for purposes of additional eligibility for enterprise zone jobs credit against sales tax & for enterprise zone jobs credit against corporate tax; delays expiration of exemption from leased property requirements; allows board to establish grant program for innovative transportation projects, etc. Amends Chs. 212, 220, 414, 446.
