Judiciary/Number of Judges Increased; increases number of judges in specified judicial circuits & in specified county courts; revises duties of traffic infraction hearing officers; provides for annual funding of Civil Traffic Infraction Hearing Officer Program in specified counties; provides for development of caseload weighting system; provicdes for report. Amends 26.031, 34.022, 318.32,.37. APPROPRIATION: $800,000.
