Private Attorneys/State Agencies; provides that private attorney services procured by Board of Trustees of Fla. School for Deaf & Blind are not required to have been approved in writing by Attorney General; provides for disclosure by private attorneys contracting with state re clients suing or being sued by state entity; requires written waiver of potential conflict of interest to be obtained by contracting attorney, under specified circumstances, etc. Amends 287.059.
