Taxpayer Protection Act; creates said act; requires that any general law enacted by Legislature that will potentially increase cost of local government personnel salaries, wages, or benefits must include economic impact statement; provides requirements for economic impact statement & preparation & publication thereof, etc. Creates 11.077.
