Public Works; provides for dispute resolution before initiation of eminent domain proceeding; provides for prelitigation notice by condemning authority to fee owners & business owners; provides for exchange of appraisals & other documents; provides for offers of business damages & counteroffers; provides for negotiations, mediation, & settlement; revises provisions re compensation that may be awarded by determination of jury, etc. Amends FS.

Effective Date: Upon becoming law except as otherwise provided
