Consensus Estimating Conferences; requires Social Services Estimating Conference to develop forecasts of Medicaid caseloads; requires CFS Dept. to provide information on caseloads & waiting lists for certain people who have developmental disabilities; requires that such information include annual increase based on certain medical components of consumer price index-urban. Amends 216.136.
