Child Passenger Restraints; removes obsolete reference; provides for primary enforcement of violations of child restraint requirements; requires that buses purchased after specified date & used in transporting certain students be equipped with safety belts or other restraint system that comply with specified standards; provides exemption for certain school buses; requires passengers to wear safety belts or restraint system, etc. Amends 316.613,.614.
