State Taxes Rebate/Utility Credit; provides for rebate of state taxes in form of residential electric utility credit; provides conditions re credit; provides for submission of certain information to PSC by utilities providing residential electric utility service; provides for calculation of reimbursement amounts by commission; provides for distribution of funds to such utilities; provides for audits; directs commission to provide certain services, etc. APPROPRIATION: $177,000,000.
