Community-based Agencies/Foster Care; requires community-based agencies providing foster care & related services under contract with CFS Dept. to obtain certain liability insurance coverage; requires such coverage for such agencies' subcontractors; provides limitations on liability in tort actions; provides for distribution, transfer, & use of certain excess or additional funds for foster care & related services provided under contract with dept., etc. Amends 409.1671.
