Public Records/Motor Vehicle Records; revises exemption from public records requirements for personal info contained in motor vehicle record; specifies that such info includes person's photograph; provides conditions for disclosure of SSN; provides that photographic or digital images shall not be knowingly disclosed except as provided; repeals provision which authorizes HSMV to sell copies of photos, other images, & other driver's license & ID card info, etc. Amends FS.
