Telecommunications; directs Fla. PSC to inform consumers about specific matters in telecommunications services market; provides for telephonic customer account information; prescribes duties of DOE re distance learning; creates Fla. Distance Learning Network Advisory Council; repeals provisions re Education Facilities Infrastructure Improvement Act; establishes task force in DMS; repeals provision re performance measures for Fla. PSC, etc. Amends FS. APPROPRIATION: $250,000.
