State Correctional System; revises language re provision of programs; ensures that rights of crime victims are met; requires DOC to plan & administer community corrections & security & institutional operations through regions; authorizes dept. to transfer, as necessary, funds among budget entities as designated by Executive Office of Governor; amends provision re Inmate Welfare Trust Fund, etc. Amends Ch. 944, 945.215, 20.315.
