Workers' Compensation; excludes certain injuries from definition of "catastrophic injury"; authorizes insurers to pay certain amounts exceeding fee schedules under certain circumstances; revises criteria for eligibility for benefits for permanent total disability; revises criteria for determination of permanent impairment & eligibility for wage-loss benefits; revises criteria for determination of temporary partial disability, etc. Amends Ch. 440.
