GENERAL BILL by Kosmas ; (CO-INTRODUCERS) Heyman ; Greenstein ; Gottlieb ; Sobel ; Cosgrove ; Turnbull

Children First Program; creates said program; creates Children First governing board; provides for creation of county Children First coalitions; provides for coalition initiation grants & for block grant funding & certain waiver authority; requires development of community plans; provides for creation of local school readiness coalitions; provides for award of grants, etc. Amends Chs. 230, 383, 391, 402, 411; repeals 411.222(4).

Effective Date: 07/01/1999 except as otherwise provided
