Economic Development; creates Local Government Financial Technical Assistance Program; creates Retention Enhancing Communities Initiative; requires Adjutant General to administer life-preparation program & job-readiness services; provides for individual development accounts in RECI communities; provides purposes & definitions; authorizes certain municipalities to impose discretionary per-vehicle surcharge on space at parking facilities, etc. Amends FS.
