Child Identification Program; provides legislative intent; requires hospitals & birthing centers to notify parents of availability of Child Identification Program (ChIP Act); requires hospitals & birthing centers to provide identification services to parent upon payment of fee; encourages physicians to participate in said program; prohibits creation or maintenance of certain records; prohibits certain civil or criminal actions; provides immunity, etc.
