State Agency Performance Report; requires each state agency annual performance report to include assessment of performance measures approved by Legislature & established in General Appropriations Act or implementing legislation for said act for previous fiscal year & summary of all moneys that were expended or encumbered by agency, or for which agency is otherwise responsible, during preceding FY & estimate of such moneys for current FY, etc. Amends Chs. 20, 186, 216.
