Campaign Finance Reform Act; modifies definitions of "political committee," "contribution," "expenditure," & "political advertisement"; provides additional requirements for registration of political committees & committees of continuous existence; provides additional reporting requirements for campaign finance reports of certain committees of continuous existence; revises contribution limit for statewide candidates; provides for severability, etc. Amends Ch. 106
